A preliminary analysis of Australian university tuition fees for international students in 2027 suggests that institutions will increase tuition fees more moderately than last year

Universities are being more cautious amidst policy volatility that is affecting demand in overseas markets

Just as unstable policies can disrupt the plans of prospective international students, they can also challenge university teams trying to determine tuition fees for the coming year. In Australia, the government’s sudden July 2026 decision to raise the non-refundable study visa application fee to over AU$2,000 – plus high visa refusals for some countries – is factoring into universities’ pricing strategies for 2027.

Keri Ramirez, managing director of StudyMove , presented a webinar recently based on a preliminary analysis of Australian universities’ tuition plans for 2027. So far, the data indicates that institutions will be more conservative in setting international tuition fees for 2027 than they were for 2026.

Initial optimism faded in 2026 In 2025, public universities were buoyed when the Australian government announced about an +11% increase in the number of spots available for new international students (aka New Overseas Student Commencements, or NOSCs) in 2026. Anticipating more growth in international enrolments, universities raised tuition fees by an average of +6.5% for 2026, the highest increase in many years.

The number of universities raising fees by more than 6% rose from 10 in 2025 to 21 in 2026. Mr Ramirez considers the substantial rise in fees to have stemmed from an “optimistic” mood among institutions, several of which would also have been pressed to recover international tuition revenue after two years of policy disruption.

Within the span of a few months, policies; compliance settings; the new and non-refundable visa fee; and non-transparent visa processing decreased applications and commencements. The government announced in July 2026 that “international student commencements are on track to be below the NPL for both 2026 and 2027.” Still, it did not increase NOSCs for 2027.

As in 2026, the limit for public universities remains 295,000 new international student spaces. Setting tuition fees is difficult even in a stable year As Mr Ramirez noted, universities have numerous factors to take into account when establishing tuition fees.

They must balance the financial goals of the university with what families in various markets are actually willing to pay, and they also have to consider the tolerance of current international students. What’s more, they have to do so across a sometimes-large number of programmes and overseas markets.

2027 estimates StudyMove’s preliminary data analysis, based on a sample of selected programmes at 31 universities, suggests that Australian public universities will raise international tuition fees by about 4% on average in 2027. Some may be more aggressive in discounting: Mr Ramirez knows of one university that is dropping fees by -20% in a decision to position itself around affordability.

Others may adopt the opposite approach, competing on prestige because of their segments/rankings. But Mr Ramirez believes most will apply a more cautious approach given ongoing policy volatility and stay within the range of a 3%–5% increase.
